The project owner, the National Centre for Organic Agriculture (NOCA), an agency under the Department of Agriculture, has commissioned the Saiyai Phandin Foundation to prepare recommendations for developing the country’s organic agriculture system to support the Gelephu Mindfulness City (GMC) project and exports. The project has two main objectives:
(a) To review and evaluate the operation of the Bhutan Organic Guarantee System (BOGS).
(b) To make recommendations for improving the country’s organic certification system.
Project activities include reviewing and evaluating the system through document reviews, interviews with stakeholders, and field assessments. This requires field visits to producer groups, businesses, markets, and various government agencies in Bhutan (March 31 – April 11, 2026) before presenting preliminary conclusions to management and preparing a report.
